The final wording of the agreement has been nailed down, NOW it will be up to nations involved to agree to it.
And once a non-leak final version is made public, expect some damn stiff opposition towards making nations not agree to it.

Dont all the countries have to pass it? It is an agreement. While our overlords here at the US will pass it without fail, other countries (Japan, etc) seem to be more vocally against it.

Yeah, I have little faith in congress being willing to do anything other than briefly debate about some of the specifics; getting all 11 nations to agree on terms was more than half the battle. Ya boys Kerry and Obama tag-teamed these hoes.
