It's pretty trivial to cap -perp without the body slot. 5 weapon, 3 pants, 4 feet, 1 ring, 1 hands = 14, with all of that gear except the NQ part of the pants being ah-able or from 75 content.
(You can do better with hag augments of course, but that's just the "trivial" option)
True, there are however still plenty of other options that are better for that slot, if you're interested in Avatar TP sets that is.
The -perp is the least I care about though, I'd rather see the MAB changed to MACC, that way the body would at least serve some purpose other than idle.

The only reason I link perp to the refresh because the only way this is meaningful refresh (because let's face facts, "idle" when without an Avatar is meaningless and you can wear anything. Real SMN idling is with an avatar out and you need perp then too.) is if you wear this with a summoned avatar.

It's best in slot for idle refresh and refresh with avatar out... you just need to pull -2 perp with nirvana or -5 perp without, the only slots you can pull this on would be hands and feet, alternating when serpentes pieces are up :V. You lose the pdt/mdt of hagondes though.
While you don't hear me disagree about the "Avatar DPS sucks" bit, I do like my avatar haste and other stats that give me extra TP for those occasional magic pacts.
Having to sacrifice 20 accuracy and 6% haste for 1 extra tick of refresh is quite considerable in my opinion.
And in case of your recommendation I'd also be sacrificing 2% Avatar haste from the feet slot. (Marduk's +1)
Although I think it's time to start working on a few new gearswap rules for avatar idle and avatar engaged sets.

It's just the result of the bad job-assignment design they had in mind during that era of FFXI.
When creating the new versions of those items they're not touching the job-assignment thing.
Don't even think it's intentional, it's just a byproduct of that era. They probably considered this as a possible issue and underestimated the consequences thinking it wouldn't have harmed/annoyed the player base.
