Doubtful. I'm not even convinced the new Kentucky governor, who explicitly ran on rolling back Medicaid expansion is going to go through with it. Kicking literally millions of insured people to the curb is exceptionally bad politics.

It's possible it was a vector file and each state was its own object and some entry-level intern that just learned Illustrator accidentally moved New England states up... a lot.

Ben Carson's presidential campaign inadvertently underscored this point Tuesday night, when it took to social media to share a map of the United States in which five New England states were placed in the wrong location. The campaign deleted the Twitter and Facebook posts Wednesday morning after media outlets and social media users pointed out the error.

but that map really is fucked up. They didn't actually add or remove any states, they just shuffled them around to make vermont and connecticut look like one state.
