Not sure about specifics but basically if 50% of at least 7 states want to have a floor vote on the rules for the convention, they can force a floor vote instead of just having a voice vote (that will be automatically taken as a yes). Trump and the RNC are trying to strongarm people into avoiding a floor vote, and it sounds like this woman is trying to hide out until the deadline has passed in order to say they didn't get the signatures in on them. Potential for these people to be pissed if the RNC isn't taking the process seriously.

might have been a typo of "unbound vote" which means delegate not bound to their state's primary vote results. Sadly i do not have a list of what states have bound delegates and what states have pledged delegates.

Some states have them flat out, others have rules that make them under certain circumstances, some are tied into the popular vote - it's really hard to say which states have unbound delegates and don't. I remember an article where it said North Dakota does, no matter what, so there's one.
