I think the reason he did that was so the Seahawks could not change up the people they had out on the field. Had he called a timeout the could have changed out people for goal line offense. When he didn't call a time out they had to play with what they had on the field. I was actually confused as well when he didn't call a time out, as I figured he would want time on the clock if they got a TD. That is the only reasoning I could think of. It probably caught Carroll off guard as well.
