It seems the names are only allowed to break once they are dead. I'm fairly sure the reason is to stop anyone named, naming others still alive and in power.

Could always ask corey feldman and others who have come forward to name names instead of just blanket statements.

Seems like people don't have much luck in prosecuting people when they come out about it. Once they are dead though it seems to be a free for all.
