It took me about 13 crystals before I even saw WSD from the NPC, but I ended up getting Attack+15 WSD+3%. I have another cape I got from incursion with dark skill+10 darin/aspir+25 that I use for casting. I'd recommend doing the same with yours if you can.

In general, the NPC's augments seem really bad. I doubt I'll go through that again for some of my other jobs.
