Would it be possible for someone in excellent WotG era gear who's already at 99 to come back, get some of the trusts, and solo the latest expansion and Rhapsodies?
I haven't played since.. the new ark angel fights came out. I miss the game, but the amount of studying I'd have to do just to figure out what's going on would take up all my spare time.

You might have to party up for the final fights of both expansions, but otherwise you would be fine. I have soloed both of them, but someone on an unspecified job with level 113 gear (Sparks gear/weapons are the easiest to get) would probably have a harder time.
Being fair, the standard stats on a lot of iLevel gear make it feasible (though not optimal) to fulltime it. There are fairly standard Haste% for a given slot/armor type for example.
Additionally, there's a whole gear set system built-in (along with a few other features that used to be Windower plugins only, like buff durations, party TP, timestamp in the log, and so on). It doesn't compare to what Gearswap can manage, but it's pretty similar to using extended macros.
Regardless, you can get set up in i117 gear within a few minutes of logging in, collect some basic Trusts with little effort, and have little issue with nearly any story content (assuming your character is 99...if not, XP is ludicrously easy compared to what you remember). This is not CoP on release type stuff.

Holy fucking feels. I wish I was around for the final ride. The landscapes of this game being back so many memories my god. It's like I played so long I was actually in those places physically. Nice metaphor for what the game is to many of us now. Empty, vast memories of landscapes.

first thing that always comes to mind is the leveling grind; from dunes > qufim > yuhtunga > yhoator > garlaige citadel > crawlers nest > etc > etc. Id never thought that i would miss that, but after playing ff14 which has almost no feeling of accomplishment i really wish i could just play ff11 starting over as a newb.
So why not do it? Swear people act like its completely dead but its still there to play lol. It's cheap form of entertainment and nothing stops you from playing and then leaving again.
Because when he says "starting over as a newb," he means experiencing the game as though he has never seen it before, reliving all of those first experiences and explorations. Yes, absolutely anyone can start over today and play the game, but everyone here already knows the game. We'll never be able to go back to when the game was brand new to us and experience it that way again.
I remember being a newb myself and I remember some of those feelings, but logging in and starting a toon in San d'Oria today would not feel the same way as it did in 2004, because I've done it before - several times, in fact. Not the same.
I've been playing WoW for 7 years, it's an unbreakable habit at this point.
