The enhanced Reprisal lowers the recast to 30s so you can have 66% uptime if you parry enough.

So it's a Shield Swipe that procs with parry instead of a block (and a 60 sec cooldown)... I wonder if the 10% debuff will be 100% on bosses or useless like the pacification effect on SS
