well I'm guessing it's insurance/preparation for Carroll leaving. Hardaway can come in and play right away, compared to a rookie in that range that would probably be buried on the bench. The problem is Hardaway isn't particularly good. Hawks think he'll be much better in our system but I'm skeptical.
i know he's young and was in a bad situation but Hardaway is one of the worst players i've ever seen get minutes

well that isn't entirely true. someone like Demarre Carroll could get a max offer now, with teams knowing it won't be a true max when then cap expands. and as somebody that has yet to have his true NBA payday yet (and had a serious knee injury scare in the playoffs) he would be wise to take the security of a multi-year deal
for the big time guys taking the 1 yr deal is smart.
for the smaller time guys like carroll and middleton, taking the max now is also smart. the teams will want to lock their value into place at this exact moment and they will also want to get paid. good deals for both sides.
