Eshiro Motohide, producer: “It’s tough to develop within the Japanese courtroom, since an exhilarating part of the game is how situations can change from from desperate to complete turnabouts. The theme is ‘courtroom revolution.’ Phoenix Wright changing the system of the court is a major theme.”

Motohide: “The backlog, amount of save data, and such are things with good reputation, so they’ll return. As for the hint system, I want players to be able to turn it off at any time.”

It was a judgment call they made when localizing the very first title, unsure of how any of the lore and silliness would be received stateside.
It's amusing to see the American team write circles around this premise time and again.
For us, it's basically the series' longest running gag, and the Japanese audience will never know about it. Reminds me of what happened to Samurai Pizza Cats.

I wouldn't be so sure of that. The Japanese musicals actually use the English localized names and setting. It seems they might even prefer it.

To be fair, they have gotten significantly better about it and at some points just leave everything in by hand-waving it as basically "China Town" or some cultural festival. Phoenix and the gang even finally started eating Noodles from Eldoon's stand instead of hamburgers.
