No, Two Pokemon with the same bar spot can have different CP values, Think of it more like levels, Level 1 through Level 100, but it doesn't have anything to do with IVs. I.E You can have a Bulbasaur that 100% through the bar with 55HP and 542CP, and another in the exact same spot with 58HP and 588CP.

Its IVs are hidden just like in the normal game sadly.

Not really, it's just a marker for their current Combat Power relative to their maximum Combat Power at that level. You can't influence IVs with Stardust but you can still get the CP of a given pokemon to highest it can be for your trainer level. It's just a marker for how much more you can upgrade a pokemon before you need to level up to boost it higher. IE if you have a Snorlax but you're only level 10, you can't boost it up to 3000 CP. It'll cap out way lower than that and you'll have to keep levelling up to keep powering it up.

Many of my co workers are casual players. It's cute when they find a Pokemon over 400. The excitement is so pure and I try to avoid showing my 1.7 Pokemon.

I have 3 Bulbasaurs and now an Ivysaur I caught today that all have a 0 in Attack.

Theres a bug I think with Pokedex numbers and their attack. Pokemon early in the Pokedex will have low attack due to this bug but it doesnt apply to eggs.

This desktop scanner is now working again, hurray! I should say that I don't really use it to locate pokemon while I'm out playing the game. I've mainly been using to search places for potential nests.
