Amazing pokeradar, best I've found by far. Runs off of your PC so you aren't dependent on a server being up like Pokevision, just on the PokemonGo servers themselves. This also scans the entire radius of the in game radar, not just a tiny circle around you. This also shows stops and gyms
How do I move the marker location? it starts me off at the wrong place.
I've seen people say stuff like "this Flareon is only 37.89% perfect", and whatever - and in my search to understand how they could know this, I've only come across really confusing spreadsheets and stuff. Is there a simpler way to understand this?
I'm guessing my 1283 CP Vaporeon that only needs 1900 Stardust to upgrade is better than my 1355 Tentacruel that's maxed out at 3000 CP to upgrade, for instance.
This game is super addicting, but I'm definitely trying to make an account strictly to sell unless things get better. Apparently if you don't choose a gym and just bank magicarp and other good candies you can sell a level 20 account for 500-1000$ At least that's what's been going on ebay for the past few days (actually selling, not just listed).

For serious. One guy had 400 magikarp candies at level 20 with no gym selected and a medicore dragonite, went for 700. Even if I can't (and I probably won't) sell it for a bunch should still easily make 100$ for something that gets me outside. Fine by me.
Note: it seems like ebay tries to take down a lot of these as the list of what's shown vary dramatically day to day.

Pokevision shows absolutely nothing near my house. At all. Yet according to the tracker there's 9 pokemon somewhere nearby.
I think Pokevision is broke today. Haven't been able to get it working.

You can put your Pokemon's stats into the site I linked (Name, CP, HP, # of stardust it needs to be powered up, and whether it is already powered up or not) and it calculates the range of IVs based on that. It usually isn't exact the first time you calculate, sometimes you need to power up/evolve the pokemon, put the new stats in and hit the "refine" button to narrow it down, but if it's not in the 80-100% range the first time I wouldn't bother with it anyway - if you are indeed looking to get Pokemon with strong IVs and not just high CP.
There is a way to connect to the servers through a proxy and get the exact IVs from the game itself but I haven't done that and don't really know how. Some searching around you'll probably find it.
If you have not played previous Pokemon games breeding for IVs, it stands for Individual Values, meaning your Pokemon's individual stats that are unique to it. But instead of having 6 IVs for each stat like in the other games, PoGo pokemon's stats are boiled down to 3. They have combined some of the other stats they axed into the stats that are currently in use. You should be able to find a breakdown of that through a search too.
