Depends on how you define it. The American Catholic Church spend 98.6B on hospitals and health care, and another 48.8B on colleges and universities, both of which have a ton of charitable over-lap, in lower-priced health care (my wife had heart surgery at one that was 80% cost-forgiven for our rather-sizable portion of the costs) and scholarships (and say what you will about Catholics, Jesuits do a pretty darned good job of teaching at the collegiate level). Then about 4.7% of their 170B budget went to "Charity". That's a looooooooooooooooooooooooooooooot more than 4.7% going to charity, and a ton going to social works. 11% went to parishes and dioceses. If the international is close to that kind of expenditure, saying they spend 3% on charity feels a little dishonest.
Edit: should note that the 11% of parishes and dioceses includes their expenses on Pk-12 schools.
