Most states, hell, most of the developed world. I blame California TV productions and and news headlines for the public's focus of the 18 thing.
Over here it's 18, no exceptions, all close-in-age gets you is a misdemeanor.
So when that kind of thing makes it into a show storyline, or a non-native celebrity gets their ass in trouble, 18 is the number that gets repeated as what's okay.
