Why is the bridge so low?
This train trestle is about 100 years old. At the time when it was built, there were no standards for minimum clearance..

Depends on who “they” are and on what “fix” means.
The North Carolina Railroad Company owns the train trestle, and their concern is primarily with keeping the trains running and keeping them running safely. So their concern is mainly with reducing the impact of the truck crashes on the actual structure of the train trestle. As far as they are concerned, they solved that problem by installing the crash beam.
The city of Durham has installed “low clearance” signs on each of the 3 blocks leading up to the trestle (Gregson is a one-way road). There is an “overheight when flashing” sign with flashing lights that are triggered by vehicles that are too tall. Several blocks ahead of the trestle the speed limit is 25 MPH. The folks from the city planning department said that they made an effort to prevent accidents.
The North Carolina Dept. of Transportation maintains the road, but not the signage. I suspect they have much bigger problems to deal with statewide than this bridge.
should make the light portion of the overheight sign red instead of yellow, plus make the lights larger. a flashing red light is something that's much more eye catching than a flashing yellow one that could be anything from a construction ahead sign, to a "don't text and drive" billboard, to...well, lets just say there's a lot of yellow things on a road. having the sign suddenly change from yellow warning to red OMGWTFAREYOUDOING would work a lot better, i think.
Hang a big rubber bumper a ways up the road before the bridge that's the same height as the bridge.

Or they could just drop the road 2 feet and then the clearance would be 13'8" which would be good for actual semi trucks, those were not semi trucks(didn't watch whole thing, would not be surprised to see a semi hit it). I get the fact that sewer lines or water lines might be in the way but those could be moved too...

Yeah but this is not how we do it. If buried utilities need to be moved, especially any storm drain infrastructure, it would be more viable and cheaper to raise the bridge. The rail company will never okay that, even if it's proposed to be a short time only.
We have these sorts of infrastructure communication problems all over, specifically with rail crossings. There's a railroad crossing over a main road here that floods and drips a blinding waterfall onto traffic below, and it's a similar stalemate of nothing happening.
