Pepe is the meme that can and has been used for just about any number of things. Just because a minority of those things recently have been racists doesn't even come close to making it a hate symbol especially with the creator coming out against it. Now if somehow the alt right own a majority of rare pepes things might be different but until then they can't complete their hostile take over of the meme. That or the narrative gets changed
