I agree with you in those situations you have to weight cultural appropriation against the fact that those people who are selling the kitschy crap don't care and are just trying to make a living. The irony there is that even if the people getting mad about cultural appropriation are from that culture they are usually removed from it well of and in a completely different country.
On the subject of cultural appropriation I had a moment the other day where I could see it from the other side in a round about way. When I was a kid growing up the area that I lived was known as a place full of pot and hippies and the kids in school gave me a lot of crap about it. And I know other kids that lived in my area were made fun of it as well.
Well fast forward to now and the area where I live/grew up is super popular and trendy and is an even bigger tourist area than it was when I was a kid. Now all the kids who made fun of the area act like it is part of their home and spend a lot of time driving down into the area and acting like they are locals. This pisses me off because if I had to endure all sorts of crap about growing up here as a kid then I don't think they should suddenly be allowed to act like they own the place and are locals. They didn't have to go through the crap and "earn" it.
I can see how that would work with respect to something like dreadlocks where people make fun of and look down on others for having them then turn around and have them too. It is trendy and hip when one person does it and gross and dirty when another does it.
I feel like those are the situations where cultural appropriation is a legitimate concern but like you said there is a lot of oversensitive crap out there.
We could solve this issue by getting rid of the term "cultural appropriation" and just calling those in your example what they are, "idiots."
I really do think the whole term is hella dumb. We are supposed to be a melting pot. I think cultural appropriation does a lot to alienate different groups, which is not healthy for a society.

I don't know about that, people in Europe are incredibly racist by US standards. In addition to that, it's much more common to see people use racist slang terms as a joke than it would be in the US. Think back to the good ol' days of 70's comedy.
