If you caught the last UN press conference or w/e it's called 2 months ago or so he was saying this back then. Talked about ISIS in perfect manly english for his entire speech and that a war against radicalized Islam was inevitable, meanwhile China talked about creating a military force in Africa and basically recolonizing it under the guise of infrastructure and aid.

I may be misinterpreting but I think he was talking about possible terrorists hidden amongst the refugees shooting jennifer lawrence in the face and blowing up chipotle may lead to retaliation in the form of a surge of nationalism and a leader that represents it.
