Short answer is France has a history of this stuff for a number of reasons, but the two biggest are probably their history of colonialism in Africa and having significant Islamic and North African immigration. They've had smaller scale bombings in the 2000s related to Algerian terrorism, and there were some high profile riots in Paris during that time period too. Basically they just have one of the larger communities that would be susceptible to radicalization compared to most other Western countries.

It's likely due to the fact that other European countries are being much more accommodating to political influence from Islamic lobbying and Sharia Law. They don't need to start shooting up Germany because Germany is allowing them to do whatever they want. AQ, IS, Hamas, etc, aren't stupid. They are effective at enacting their long term strategies. Turning Germany into an Islamic nation, at the moment, is more easily done through reproduction than by violence.

You might want to consider changing your plans. France is under a state of emergency that could very well last longer than 7 days. That alone can royally fuck your travel plans.

Hollande: 'We are going to lead a war which will be pitiless'

French President Francois Hollande promised early Saturday morning that France would respond to terrorist attacks that killed more than 120 people with a "pitiless" war against the group responsible.

"We are going to lead a war which will be pitiless," he said at the Bataclan, the site of one of the attacks, according to the Guardian.
