They were talking about this on PTI a couple days ago(?), and we see these zoomed in shots, slowed down, and in HD on replay, so it's obvious when a mistake is made. But yeah, in real time, when you see where the player's hand is and the movement of Rodger's head, calling the face mask penalty is the obvious call.

Prior to the 2014-2015 football season, the illegal hands to the face rule required “prolonged contact” but with greater emphasis on protecting players from head and neck injuries, any forcible, non-incidental contact to a player’s face mask can incur this penalty.

Typically, illegal hands to the face penalties are used in situations of a non-ball carrier vs a non-ball carrier. For example, an O-lineman gets his hands into the face of a pass rusher, or a defensive back gets his hands up into a receiver's face while defending a route before the ball is in the air. It is usually not the same type of contact as a face mask penalty because a face mask penalty requires grasping or hooking of the face mask, normally a ball carrier's face mask.
