My family does dirty Santa for Christmas and I always have a hard time deciding on a gift. We usually stay around $30 small kind of gifts. Age range of participants is 16-56. Suggestions?

Bargain bin items from small gift shops. It's what I do every year. Most of my family is from Southern MN which is like the bible belt of the Midwest, so they love whatever they can get.

Little younger than your 16-56 age range, and not the same type of gift exchange, but I got a multimeter assembly/soldering kit and iron for a 12 y/o boy. Cheap, hands-on fun - definitely <$30, some <$20.
