Looking at this chart objectively, without any further application, it's saying that the state with the most strict gun laws import the most guns and export the least guns to bordering states.
A few other observations:
-Width of import to IL from 4 bordering states that have differentiated gun regulations are generally equal.
-State with closest proximity to Chicago has largest import arrow.
What exactly are you saying here? What can you expect to happen if Indiana imposes similar regulations? You will see an increase of width in import arrows from different bordering states.

If gun control is suddenly wrenched out of state control, then I personally think that a lot of the stricter states are in for a worse time. Things will be close to some kinda middle ground of all the states' laws, not instantly dragged to either of the strictest extremes. Hell, if the gun problem is one of mass importation from Indiana, then MA handles fireworks from NH better than that. They work with local law enforcement to note any MA plates at firework shops, and the cars are stopped at the border. Indiana and Illinois could easily set up watch systems for cars from either state that are suspected of smuggling.
The existence of federal regulation does not necessarily inhibit further regulation by the states.
ie. If federal law says mandatory background checks for all handguns, a state can still pass a law for an additional waiting period as well.
