MN Repub's & the NRA are on their way to make it easier to purchase suppressors (silencers) in MN. The current system requires a $200 fee and a full background check, under the new system (which is being called the Hearing Protection Act), the fee would be removed and only a check with the National Instant Criminal Background Check would be needed. Minneapolis police are unhappy with this because they use ShotSpotter to detect when a gun is used around the city limits. With a suppressor, the tech cannot detect when shots are fired.

Article is an example of how hard it can be to prevent school shootings. Tl;Dr:
* Concealed carrier who has previously been expelled from University of Kentucky (reasons sealed) and charged with harassment for harrassing a concealed carry instructor who did not respond to his requests to buy an assault rifle stands up in class and says he is going to kill two people, anyone who reports him to the police, and any police involved, then angrily storms out of class
* Girl reports it to the police
* Campus process is initiated, during which they tell him the name of his "accuser"
* Two weeks later, they pick him up and charge him with a crime

I mean, he didn't come through on his threat and kill her/others, but his profile reads like a mass shooter who hasn't pulled the trigger yet. He has a criminal past. He has guns and may have gotten that assault rifle. He threatened people in class. They took two weeks to arrest him and released him on bond.

Prison probably isn't the right place for him, but some state funded counciling would probably not be misguided, at least in a cover your ass sense, Kentucky.
