Thats for regular relic banners, all fests have been 1% on banner, 3% off, although since the rate did increase i'd say its little more then 3% off, thats why everytime a fest comes by, people bitch about the high rate of off banner pulls.

I'd say keep for SS, people still need Wall RWs and there will be plenty enough people RW'ing Pecil BSSB, like there was for Shout.
