Everyone seems to dislike Noel, but he wins points for me for basically calling out Snow for being an idiot.

I do like his design in 13-3.

Imo Dagger's Burst is meh at best. As a mage BSB it lacks the Enspell buff that future mage Bursts will have and the non-elemental portion in case a boss resists/absorbs both of her elements (rare I think but worth pointing out).
As a healer it only has one command which is pretty strong and also has a unique Esuna effect (I believe no other healer Burst has this in JP). I think she's good if you need a mage with a backup heal and you don't wanna waste one of her slots.

garnet BSSB seems pretty nice if you can take advantage of holy/thunder weakness, makes her much more viable as an offensive caster with the ability to backup heal in burst mode.

I liked 13-3. It's definitely different, but it was an enjoyable enough play. I wish they would have had some of the things you got in new game + in normal.. but eh.
