Well, with the old California lotto, there's a store that had a statistically unusual run of selling jackpot tickets (Bluebird Liquor).
Then more people started going there to get tickets, which just boosted the odds that it'll happen again, and so on.

It's a one shot, but selling a billion dollar ticket, people are gonna be hitting up that store, trying to catch that "luck".

Also, idk about powerball, but with the state lottery, the retailer gets a moderate windfall if they sell a wining ticket, though I don't know how franchise operations handle it.
