WAR with 1000 STR and 852 VIT (my 3.1 STR gear) has 833 attack power
765 STR with 1097 VIT (3.1 VIT gear) only giving 837 attack power...

Probably because people doing the quest for it could end up being grossly under-geared compared to their party members, which creates a lot of problems for tanks. Or they just don't want people plowing through the bosses.
It's a shitty excuse and level syncing is retarded, but I can at least understand the thought process.

Looks like approximately 0.45AP per point of VIT. Net loss of between 200 and 250 AP for every tank, 200-300DPS loss for WAR. I really, really hope they account for this in their "calculations".

iirc he said something like "if you wear full 210 STR gear before the patch and full VIT gear after, your damage will be a little less". A little, indeed. Outside of that I didn't see anything about the VIT:STR ratio aside from "VIT will be stronger than STR" which, right now, doesn't seem to be the case in any large amount.
My primary concern is whether or not they actually accounted for this when designing the new Savage. SE has never been good with party DPS output balance and DPS checks in raids. Also sucks that in exchange for a 15-35% reduction in damage, we got... more HP. No adjustments to parry or anything. Just more HP.
They said somewhere it was considered because they want the tanks to focus on tanking.
Either way an extreme lack of foresight is evident, because this change still doesn't promote using Fending accessories unless they now come with equal amounts of VIT and STR (I can't check). If the split is really just 50/50, Slaying accessories will add the same AP as Fending accessories and won't come with fucking Parry on them.
Yeah. Effectively it boils down to a DPS nerf for tanks with next to no bearing on the "issue" of wearing STR accessories over VIT ones. Really does nothing but hurt us, only people it could possibly help are the ones who are incapable of grasping a concept as simple as stance dancing.

would've been a far less fucktarded split that would promote VIT accessory use while reducing damage by much less than it ended up doing. With melded accessories it'd be around a 100AP difference compared to before. Without melded accessories it'd be equal to or less than what we get with .45 for STR and VIT
Using Kalima's numbers from above:
1000 STR 852 VIT 1000AP pre patch || 833 3.2 (.45STR .45VIT) || 818 (.35STR .55VIT) || 859 (+melded VIT to each acc)
765 STR 1097VIT 765AP pre patch || 837 3.2 (.45STR .45VIT) || 870 (.35STR .55VIT) || 897 (+melded STR to each acc)
Obviously you probably can't meld the accessories used in these stats, but it'll be an extra 75 to the stat regardless of ilvl, so the amount of AP gained for melding will not change (+/- 1) based on ilvl of the accessory.
Alternatively they can stop making fights with DPS requirements that cater towards needing tanks to output as much dmg as possible and make Parry a useful stat. Increase its effectiveness at increasing parry (and block) rates by double or triple and have it raise the amount of damage parried/blocked (like STR used to) by 1% for every 75 or 100 parry or something.
I'm still under the impression that while tank dps was accounted for, it was always with tanks wearing VIT accessories. They just put max gear on the jobs then scale down from there. Tanks wearing STR accessories before is part of what caused clears to happen earlier because it bypassed them needing more left side gear.
Food hasn't been adjusted right? So an Almond Cream Croissant (has parry) or Steamed Staff (Crit, Vit, Skillspeed) or Urchin Loaf (det, acc, vit) will be the best tank foods (each has 30 VIT). These are NQ values, 32 for HQ I believe.
