Jimenez got the L, but when he got taken out it was 5-0 Jays and the O's went on to score 9 runs. I was under the impression the L would go to the pitcher who let in the run that winds up being the winner (Givens), or does that not apply because the O's never tied the game at any point therefor the starter gets the L?

A pitcher will take an L unless their team can tie or take the lead after they leave. I.e a pitcher leaves losing 4-1, his team ties it, then loses, he won't take the L. Same scenario and the opposing team keeps piling on runs and the losing team keeps scoring but at no point ties or takes the lead, the pitcher will take the loss.

In other news, the Jays have scored 65 runs in their last 7 games, which includes one game against the Phillies where they got shut out.

So really they're averaging over 10 runs a game in their last 5.
