So recently got a steal for a 5700XT new from a friend (under $300), and it replaced my 980.
So now im wondering if I should upgrade the rest of my PC? Currently running a i7 4700k, and I know the 10th gens will be out next month.
Will I notice a difference in gaming from getting a more recent cpu?

$120 AMD Ryzen CPU which keeps up with a 7700K. A new budget king has appeared.
Outside of raw speed and superior architecture, the 3300X also supports PCIE4 which is going to be a huge leg up over the 1600AF. When we're talking about a price point of $120 a 33% price difference is really a non-starter when you compare the raw output (which is a significant difference, especially at lower resolutions at high frame rates) and feature sets. Honestly can't agree that the 1600AF is even close to as good as a 3300X in terms of PPI.
I'm about to build a new rig so is the budget card going to be good for the future? or is it just good for now? I'm sure anything is better than what I'm running now (i5-4670k), so cpu is the first thing I'm looking to upgrade
There aren't really any "good" budget video cards.
It's basically $300 minimum, the current generation cards going for less than that either have feature cuts that make them bad propositions, or are rebadged versions of of the generation before last.
As for CPU, I've been considering the Ryzen 3600X myself, but after comparing benchmarks to the 3300X, there's no question. The performance hit is minimal, but the price is half as much, the thing is fucking bonkers.
Really depends on what sort of budget you have for your build and overall usage. The 3100 or 3300X are great for, as the video there states, budget gaming, in part because that kind of workload tends not to be CPU intensive. Or the GPU is the bottleneck anyway, to the point that your old i5 is still more viable than you'd think. Anandtech still had a 4790k in their benchmarks for instance, if you wanted to compare. Generally, you see large gaps for gaming at low resolutions/settings that net high framerates, but aren't typically what people run at outside of esports. The results there reflect that - once you hit 1080p/high settings (on their benchmarks), the differences between CPUs get pretty minimal. Which, if you're building a system just for gaming, is certainly something to keep in mind - you'll get more out of an extra $100 toward the next tier GPU than CPU the vast majority of the time.
On the other hand if you plan to use the system for relatively intensive non-gaming tasks - encoding/rendering for instance - or want to account for multitasking, then you're likely to see more of a difference from springing for a new/better CPU.
Personally, I'd rather just go ahead and spend a little more to fit a well-rounded CPU in, but that's me. I don't tend to need to build on a tight budget.
I don't think that's true at the moment. The 2000 series is so good at streaming ( 2000 series nvenc is seriously good shit ), and encoding that unless you're doing it work work you'd be better off going 3300x+2060 or 2070/super etc, than getting a better cpu and a more budget gpu.
Streaming may be one thing, but even in the review I linked, other applications along those lines (they didn't exactly do the Adobe suite/etc) there's a nice jump from the 3300X to a 3600, presumably due to core count. Obviously though, like Prothescar suggested, at that point it's probably worth considering the 3700 or more for yet more cores.
Yeah it's honestly hard to recommend anything other than the 3300X atm. Only problem is you're going to have a hard time finding a board right now lol.
Got 2080 TI in a Alienware graphics Amplifier and just got a new ROG Swift PG27uq , 32 GB Ram I7 6820HK which is old about to get a origin pc i think but still getting Screen tearing for FFXIV shadowbringers video which is driving me crazy lol
