Nvidia's cherry picked graphs look like around a 30-40% boost from 2070S to 3070 for non ray tracing stuff.

With the new consoles supporting ray tracing we should be seeing a lot more games supporting it, which would mean wanting an RTX card for that goodness.

Higher refresh rates and resolutions.

I'm not playing AAA games much or really at all anymore and only playing classic wow, rocket league, fall guys and my backed up steam library so the 3090 is overkill for me. But the 3080 will at least finally let me get the most out of my monitor.

Any brand preferences these days? My current card is EVGA and I'd probably stick with that unless there's a compelling reason not to.

I built a mid-tier PC 5 years ago, haven't upgraded anything. Is it likely best to just build a whole new PC? Or should I try to upgrade stuff?

i have a zen 1 cpu and b350, about the same age as you, but if i were to upgrade one piece id have to upgrade a bunch of other stuff to even make it worth it so honestly im just gonna upgrade the card and wait another year to upgrade my mobo/cpu/ram and all that. im not building a new cpu for my new $700 card, that can come next upgrade cycle with the next ryzen or something.
