The way I understood it, it was going to shift accountability to the country governments that authorize the use of them within their borders. Not exactly the avengers themselves. At least that's the way I took it when they brought up the whole sovereignty issue.

I feel like any movie that can make people argue this much and have this level of different opinions is pretty good over all, regardless of who you thought was ultimately right.

Definitely. I loved the movie, I just also think the debate is fun to have even if it doesn't quite have the same impact and make as much sense as the comic storyline of mutant registration.

Watched Winter Soldier again. So much more makes sense in CW if you come off WS. Before rewatching WS, I forgot it was Zola who revealed to Cap that it was Bucky who killed Stark's parents. At least he revealed it was Winter Soldier, and then later Steve learned that one and the other are the same person. Furthermore, it made more sense how Cap found Bucky before tac-team did. It gave me an impression that he knew where he was and just kept an eye on him from the distance.

Also, it made Captain's stance that much more justifiable, considering world council already tried once before to control his actions and bend him to their will. Another fun fact is Stark assisting in the building the three hellicariers used by Hydra to innact Project Insight. Tony just can't catch a break.

It occurred to me that the entire conversation between Stark and Peter, can be interpreted as an analogy of Disney taking over Spider-Man franchise. Stark/Disney coming to Parker/Sony offering a job and money. Implying his technique and technology is lacking when it comes to his performance. And of course, making pimping out Parker's Aunt May.

Arnim Zola reveals the Winter Soldier has been killing those who could oppose Hydra for years, shows Cap & Widow the car crash that killed the Starks.
Cap discovers Bucky is the Winter Soldier.
Cap, Falcon, Widow, Fury, and Maria Hill shut down Operation: Insight. Widow releases all of S.H.I.E.L.D./Hydra's encrypted files on the internet. Winter Soldier gets away.

Avengers 2:
Ultron is created by Tony Stark, invades Sokovia.
Sokovia's capital city is destroyed. The catastrophic nature of the disaster flattens the house where Zemo's father, wife, and child were living.

In between Avengers 2 and Civil War:
Zemo goes through the Widow-released SHIELD files and finds the record of the Winter Soldier program.
Zemo concocts his plan to destroy the Avengers from the inside.

Civil War:
Zemo tracks down the Russian Colonel who oversaw Bucky while he was an assassin using the files he found online.

The rest was in the movie.

Civil War:
Zemo, needing more info on the Stark crash/kill tracks down russian in cleveland.
Since he didn't get the info he needed he frames WS for Accord Bombing to get WS captured so he can interrogate him.
Zemo captures doctor and takes his place to perform said interrogation.
Zemo leaves for Russia to get to bunker to get information on Stark crash/kill (the actual video)
Zemo in Russia gets himself exposed to draw Stark to him to reveal Stark crash/kill

I've heard people complain that "why didn't he just email Stark the video in the beginning" and I'm just like BECAUSE HE DIDN'T HAVE IT YET

Or because it wouldn't have torn the Avengers apart. Zemo's problem was not only with Stark and Cap, it was with all the Avengers. Would he have caused a fight between Cap and Stark? Sure. But the team would not have divided themselves like they did in the movie.
