Personally I'm in favor of something that was proposed by (I think) John Conyers that would compel a minimum of 2 years paid general service for all. Not limited it to the armed forces either - you could choose 2 years working with the Peace Corps, or the Coast Guard, or National Park Service etc.. Kinda expanding on the idea of the WPA from the New Deal.

Sounds somewhat similar to Switzerland's conscription. Not sure how well it works but they seem to love the idea

Comey said that he was not sure how long the additional review would take and said the FBI "cannot yet assess whether or not this material may be significant."

Law enforcement sources say the newly discovered emails are not related to WikiLeaks or the Clinton Foundation. They would not describe in further detail the content of the emails. It's also unclear whether the emails in question are from Clinton herself.

DEVELOPING: FBI to re-open investigation into Clinton email server

That's definitely not what Comey's letter says. He's required by law to report to Congress that they're looking at emails that turned up as part of a different investigation because they may be related and this goes against his previous testimony to the House. There's nothing in his letter that says the investigation is being reopened, nor that it has anything to do with the email server.

Unclear what the unrelated case is.

If I had to guess, it'd be the investigation into the Russian hacks and Wikileaks.

Yeah Rep. Chaffetz pounced right on top of this, esp. since the initial media reports all screamed about the case being reopened (which, again, is not happening). Some of those reports are starting to be walked back now.
