It's more accurate to say that Wisconsin voter ID laws disenfranchized an estimated 300k people who otherwise would have been legally qualified to vote. <14,000 voters (<0.5%) cast provisional ballots, which is what happens when you attempt to vote without a valid ID.
It's quite possible that voter ID laws tipped the balance here, but we're talking about 300k potential voters that are probably be less likely than average to vote even if they had ID. So that's maybe 100k votes cast, which would have to go better than 60:40 in favor of Hillary to have affected the state.
Voter ID laws are disgusting until we have a free, easy to obtain, national ID, but lets not get hyperbolic.
