Person living above me (apt) is abusing their dogs daily. Need advice.

So, moved into a new apartment last month in seattle and since day one i have been hearing 3 dogs above me screaming,yelping, crying, and sometimes i can even hear them getting hit. I have called the police, animal control and lodged a complaint with the apartment managers. I have recorded audio of the dogs and of the women yelling for the dogs to shut up and followed with high pitch yelping. The dogs bark for hours on end into the day and into the night, not sure how the other neighbors are able to deal with it.

Police told me they cannot do anything.

Animal Control said they will send a letter for the person to stop.

Management literally ignores it despite numerous complaints. Apparently its been going on for a while before i moved in.

The crappy thing is it only happens at night when Management is gone and Animal Control is closed for the day. Basically i'm at the end of my rope as i am ready to kick down the door and take those dogs away. (They are currently being beaten).

Any advice to get things kickstarted? I was told by the police that the audio cannot prove anything. Dont know what else to do.

Police said they can't do anything? That seriously confuses me, Animal abuse is very much illegal... do they just not have enough evidence ...?

You've done everything I could suggest I'm just baffled at the police response.

I can start asking some friends of mine who are dog rescue people so might know something, but they aren't in the Seattle area.

You've done everything I could suggest I'm just baffled at the police response.

Police have to hear it for them to get in the apartment and my recordings are not sufficient. The women has a view of the parking lot and can see the police cars coming in. The noise suddenly stops for an hour (not sure how), its very frustrating. The police also did not like to come over and told me to wait for animal control to open.

They said they have to send a letter for them to stop and i have to wait a week before lodging another complaint.

I would appreciate any advice, luckily i have tomorrow off and plan on doing some foot work to try and get something done.

Edit: Oh yea, they are only open 9-5

Call your local rental board agency. Most cities have noise ordinances and if they are violating it and the apartment does nothing about it, they can wind up in trouble. Plus police if they are investigating a noise complaint should be knocking on the door. We've had to call quite a few times a couple years ago due to a shitty tenant sub-leasing his apartment to a bunch of shit heads and we had the police out here at least once a month before they got evicted.

I will be doing this, I know she has 3 dogs and the limit is 2. That by itself should do something.

Also have you considered threatening her? I know it's not the best idea, but if it were me I would be knocking on the door with a bat letting her know the score if I heard it again.

No, I have not. Last thing i need is to watch my back at the place i live. Not to mention she doesn't sound to stable.

Terribad idea. 1. Looks bad when you call the police. 2. She may switch to more silent negligence (starvation).

I said it wasn't the best idea. Just for me, I've been in the situation before and after the second ignored police call I couldn't just sit and listen anymore.

Police not here yet, but i already know that nothing will be done. First thing tomorrow is to call Animal Control since its already been a week with that letter. Then i'm going to call the Rental Board Agency that Melena suggested.

Yes, one of them doesn't want to be involved with anything and the other already logged a complaint with management. I have other people i am talking to in the complex who are also trying to get those dogs out. Its a mess.

Could add going to a local news station to the list of possible investigators. With neighbor collaboration and your recordings, they may be able to put more pressure on your landlord and the police than you could alone.

If the police do remove the dogs from her house, they're probably going to the animal shelter and getting euthanized, yeah?
