They really are this stupid but there may be someone testing response times and assessing crowd volumes. The most effective bomb is the big one after the small one.

This election cycle is the perfect storm of Trump support bolstering. This is tragic. I'm glad that there were not a lot of people hurt in what was possibly a much larger series of attacks.
