Do weapons have to actually go off and harm a large number of individuals before we can call the WMD these days? I think the theory behind the weapon is enough for me.

Yeah..not surprised. Some of the shit people sell on Ebay is crazy. Chemicals pretty much exclusively used for drug extraction/creation, bomb creation, etc. Nobody seems to bat an eyelash though.
