In a normal political system you can remove a leader without it leading to regime change. The U.S., for example. I don't think anyone would qualify us replacing members of Congress every 2 years and a President every 4 as "regime change" because we have so many other embedded government officials who continue to do the work regardless, not to mention elected representatives who win re-election for decades. In Russia though, it's hard to say if there's anyone who could feasibly step in for Putin if he were removed from the equation without needing to do a bolts-to-nuts takedown of every other official at every level.

I think regime change implies coercive force being used. A peaceful transition of power with Putin stepping down is not interpreted as regime change.

the ukrainian government aren't taking outright credit for the kills but they seem rather happy some of their mayors and politicians were black bagged and executed russian style.

even if they actually were spies it goes against the geneva convention... not that anyone will really care in the grand scheme of things, but civilian government officials were still executed seemingly by the government they were working for. if that happened over here in today's world shit would hit the fan, war or not
