If I had to guess, I'd guess the reasons MTG and Ilhan opposed it aren't even remotely similar.
She's against those specific sanctions because she doesn't believe it will do anything to curb Putin and his allies but will instead harm the regular people of Russia. Though you could argue that making the populace suffer will cause them to protest and rebel their government harder and make Russia cave from the inside.
