seems like an unfortunate strategy then
it depends on the severity of the sanctions. Russia is an export-based economy and to actually cut them out of the world economy entirely would send their nation spiraling down into a Mad Max failed state. as that is not truly feasible, seizing the entirety of their foreign assets (including those owned by the oligarchs surrounding Putin), preventing their ability to raise capital in foreign markets, and cutting them out of the SWIFT international payment network (this is ultimately what broke Iran's intransigence and brought them to a nuclear deal) would almost assuredly be enough to trigger a depression and cause severe domestic unrest both among the general populace and the elite.
but, Russia's biggest trading partners are former Soviet Republics that do not care, and the EU. as of now Germany and Italy are the primary impediments preventing the SWIFT expulsion as they rely on Russia's natural energy resources to keep the lights on. so long as that is the case all sanctions will remain partial, and so partially effective.
NATO has been so successful at deterring Putin's actions up to this point, after all.
