with Putin the strategem is always maximum gain with minimum loss. imagine it's just a game theory solution that they've brainstormed out. they truly see warfare as politics by other means, and desire the minimal amount of fighting to secure their political goals. a puppeted Ukraine with a week of fighting and marginal casualties is preferable to an annexed one that requires months of fighting and heavy casualties. every day this war goes on is bad for the Russian economy and increases the political fallout they will face. obviously willing to pay that price but no reason to pay more than they have to.
