The “frame” of the first Death Star was under construction at the end of Revenge of the Sith. The rest haven’t been started. The planet that became Starkiller base is called Ilum. Ilum is the planet that Jedi obtained their kyber crystals. It’s sitting out there being mined for the crystals to power the Death Stars laser. This mining for the Death Star and Death Star 2 cause the giant chasm, and aided in the eventual creation of the base

This underwater was complete first, so even though the others are in construction, the engineering "marvel" of this underwater base is their 1st amongst these 4. The original point still stands, they aren't too smart in making things.
Completely forgot that fortress was the final location for the Star Wars fallen order game. Kinda funny how both Cal and Obiwan swim in from underneath to infiltrate it.
