the terrorist group that is rebelling is Abu Sayyaf, they have nominally pledged allegiance to ISIS but share only the most tenuous links. they're domestic through and through and predate ISIS by several decades.
My wife (who's filipino) says many are behind the President's words and actions. She's at work right now so I'm not sure if she has any family or friends in these areas. I personally hope he's able to handle anything ISIS related.
