i was glad to see it, and i don't know if it will amount to confirmation rejection at the end of the day, but it ought not be surprising. there's a hawkish cohort of Republican senators centered around McCain, Rubio, and Graham who hate Putin's Russia as they hate hell and all Montagues, who were raised on and sustained by cold war moral clarity, and who feel little loyalty to or affection for the president-elect. in these early days it's becoming the biggest wedge issue among rhinos, and the one most likely to fracture the fragile party unity.

That being said, Tillerson acknowledged that he hadn't even talked about Russia with Trump, so anything he says about how the administration will pursue foreign policy with Russia is just a guess.

Same for John Kelly (DHS nom) regarding immigration - he hasn't even talked to Trump about it.

All of these ethical quandaries that Trump's businesses present, that the Congress is ignoring (at least for now), is actually a potentially potent type of blackmail. While they have unified control of congress (or hell, at any point) they could start hearings, even impeachment proceedings, against Trump for pretty blatant ethical breeches. If Trump gets too out of line, or goes down a road trying to bully them into doing things they don't want to do (deficit-financed infrastructure, using government purchasing power to push down drug prices for medicare/medicaid, etc) Congress would have enormous power over Trump to force him to back off.

The problem is that Trump has a rabid fanbase that he can use to turn on any Republican who goes against him. It will only be when those people are disassociated from Trump or turn on Trump (or liberals and moderates are sufficiently energized to turn out enough to threaten Republican seats) that they will feel safe to criticize and go against Trump.

There might be a few exceptions on niche issues from the likes of people like McCain, Graham, and Rubio, but Republicans will be more than happy to overlook Trump's dubious ethical conflicts so long as they can get tax breaks for the wealthy passed.
