So in like every Japanese arcade, all of the workers wear headsets/mics like the one Sakura has on (they are all 5-8 floors, so needed for communication). Most of them also wear those vests like she has on. My guess is she is only an arcade worker.

I'm fine with 1 character per month. Gives more time to fully experiment with characters and have a better grasp of matchups, instead of extended gimmick city because of low match experience.

Shot in the dark: It's clearly an airline themed arcade. It's Japan so I find that probable.

Having finally graduated from high-school, Sakura now hones her fighting skills while working part-time at an arcade. As part of her growth, she now gains a new move in the form her Tengyo Hadouken: a fireball that she fires diagonally into their air. It’s similar to her diagonal hadouken from the Marvel Vs. games (though that one had a different story behind it — Sakura just couldn’t control her fireballs, causing them to fly up).

I know.... her costume is still weird, emphasis on "airline themed" arcade. If I asked you to draw a uniform that someone working at an arcade might wear, you probably wouldnt think of anything resembling her costume. Hence why people thought she was an airline attendant and stuff.
