Yeah as I understand it the ozone is mostly back to normal, save for the seasonal hole over the Antarctic.

Looks like whatever echo chamber that guy has locked himself in wasn't covering the story so he got mad, even if it was already making national headlines a day prior.

The reason the city doesn't have water is because of race though. They've declined to update the infrastructure for clean water in a predominantly black city for decades. Babes that's literally systemic racism.

It is about race though.

If their infrastructure failed because they didn't get the proper funding or development due to redlining, redirection of funds to "wealthier" areas, or the area itself is majority black and state funding went to areas saturated with non-black people it's hard to not see it as racially-motivated.
