Could do an air leakage test. Sealing up those windows will be cheaper. Alternatively get some blinds and keep em closed on the east/west facing windows during morning/dusk hours.
The poor insulation is influenced by a million and one factors. Blackout curtains would do wonders too, but theres only so much to do if you have thin walls and a thin roof without just literally replacing things with more efficient ones.

Unclear what his construction type is, the single pane windows are notorious for adding radiant heat to the space, which is especially big in the morning/dusk hours when daylight is beaming directly into the house. And air leakage just allows more humid, hot air to permeate through the home adding additional cooling loads to the AC (which unironically exacerbates the issue by pulling in more outside air through the leaks).
If he has literally ZERO insulation in the walls and roof then I would recommend moving.
People that do house pressure tests are always trying to convince you to air seal your house, so if you do pay for a test make sure you actually think through what the results mean before you pull the trigger. We had a guy tell us that our air leak rate was basically at the ideal point, but we should still pay him 20k to air seal the house and install a forced ventilation system so we could "know where the air was coming from." lmao sir pull the other one

At least in Sonoma County PG&E offers just flat rate tiered plans (which i use), but they always try to default you into the 4-9 one.
We choose here from Glendale W&P but it defaults to the tiered rate. People paying SoCal Edison rates I feel sorry for - they are truly outrageous compared to GWP or LADWP.
Am I reading/mathing that right? $1.20ish/Kwh at peak? Wtf?

Apparently the electricity price is so high it's breaking the price-signal response of the batteries we do have - they're dumping too early while solar is still active because their contracts say they are already at max price, even though they'll be more valuable in the next couple hours from a "don't have blackouts" standpoint. CAISO needs to fix this shit.
