Once your save is flagged with the completion star T-Elos is RNG from any core crystal but supposedly has a super high chance to pop so is a easy get.

I ended up getting her on my 3rd common (no boosts) after the update. Don't think I used too many since my last rare blade (don't play as much since I started NG+), so personally, it does feel like the chance is high.
