The catches will come when the Senate tries to make this bill something they can pass with 50 votes. They won't be able to blow up the long-term deficit, so they'll have to either pare back the cuts, massively cut government spending (likely on Medicaid and other programs for the poor), or sunset the tax cuts in 10 years like Bush did.
