    Really what you are outlining is an inherent problem with metrics. Metrics rule everything. People fix metrics like they fix scientific studies so that the data matches their goal. When funding is based on metrics you are naturally going to a create an endless feedback loop of "Well we can't fail these shitty students because then we lose money and we'll have to fail more students" followed by graduating shitty students.

    The solution is to stop using a fucking number to determine what you should get when there are more dynamic ways of representing statistics within a curriculum.

    This was why I left academia and went back into private industry fulltime, I got constantly chewed out by the Dean of engineering for failing students who just so clearly earned their F; Never showed up to class beyond the first day, took none of the tests, did none of the projects, made some excuse they couldn't back up with documentation, and when the Dean de facto ordered me to let this student "make up the work", the work he turned in was clearly plagiarized. Variations of this scenario happened every semester, but after that one I reported the kid to the ethics committee, gave him an F and resigned.

    AFAIK the dean over-turned my decision and ended up passing him.

    I agree with all of what you said; however, even in a dynamic manner I still don't think the funding is enough. We don't have the resources to do classes like we used to, even in the best of schools.

    Someone should try to convince the government that investing more tax dollars into schooling makes better soldiers, thus it's a military investment.

    Interestingly enough one of most common reasons for joining the military is not to fight but to earn an education. Though so many don't end up using the Bill so idk

    idk man the military has provided me job training, self improvement, networking, multiple certifications (CCNA/Sec+/Net+/A+), on top of the GI bill. Tuition assistance is pretty sweet as you can double dip with FASFA/Pell Grant. Since it just looks at total income (without looking into benefits such as housing/BAS/medical, etc) you end up being poor as fuck on paper so I usually end up pocketing the latter's money with how much I get.

    Military is a legit option if you're looking for a free ride to a bachelors or even graduate school if you plan well enough. Riding zero debt right now and it feels great.

    "Smart soldier" investment is an actual debate in military strategy. It's part of the debate about whether hegemony still relies on our ground troop footprint or whether we've advanced technologically to the point where we can rely on highly trained special forces and supplement them with things like drone pilots.

    Like there's actual (pro-military side) literature out there that advocates for getting the jROTC out of school not because its a form of child soldier conditioning, but because we want smart soldiers that go to college not high school drop outs.
